President threatens NBC reporter with punishment, then calls NASA staff to say congratulations.

Same man, same week: tells a network anchor doing her actual job - asking a question he didn't like - that there will be 'punishment' for it, and picks up the phone to congratulate a room full of NASA officials for a telescope launch that, credit where it's due, they built. Two different phone calls. Two different tones. One person gets a threat for doing her job; a building full of federal employees gets a surprise pat on the head for doing theirs. What's the difference? The Roman Space Telescope didn't ask him a follow-up question.
This isn't about whether the telescope deserved the call - it probably did, it's a nice piece of hardware, the kind of thing NASA does that nobody argues about. It's about what the call is for. A call like that isn't really about the telescope. It's about who gets access to the good version of the guy - warm, expansive, generous with the compliments - and who gets the other version, the one where a credentialed reporter doing a White House job is told there will be consequences for asking about it.…
…(cont) That's the whole management style, right there, in one Tuesday: loyalty gets the call, questions get the threat. It's not a policy. It's a weather system, and everybody who works anywhere near that building has already checked which way the wind's blowing before they open their mouth in a briefing room. The press secretary knows it. The NASA administrator knows it. The reporter definitely knows it - she's the one who got threatened for asking a question on television, which used to be, and this is not a controversial statement, the entire job description.
You don't need a source inside the building to know how this works. You need a calendar. Put the two calls next to each other, the threat and the congratulations, and you don't need me to tell you which one is the carrot and which one is the stick - the man told you himself, out loud, on camera, both times, in the same week, on the record, for anyone keeping the receipts.
