Give the process credit: for three days running, nobody in Kyiv had to duck. That's the arrangement Steve Witkoff and Jared Kushner brought with them — a no-shoot window, negotiated in advance, Kremlin-blessed, announced September 5 the moment the envoys cleared Russian airspace for Moscow. Say what you want about optics; a pause holds until it doesn't, and this one held for the full itinerary, Moscow to Kyiv, September 5 through the weekend. That is a deliverable. That is something a special envoy can put his name on.…
…(cont) And Witkoff did put his name on it. "Substantive progress," on the record, after visiting both capitals — the same trip during which Kushner sat across from Zelensky on Sunday. When a special envoy reaches for "substantive," he is choosing it over "symbolic," and that word choice is supposed to mean something to anyone who has followed this file for years. Three days without strikes on a capital city is not nothing. It is, in the administration's own language, real, substantive movement toward —
Toward what, exactly. Within a day of the envoys leaving Moscow, Ukraine struck Russian oil refineries. Not a border skirmish. Refineries, the day after the Americans who brokered the calm got back on their plane. So the substantive progress was a cease-fire with an expiration date built into the travel schedule, and the war resumed on schedule the moment the mediators cleared the tarmac.
I want to be careful here, because I said "progress" a few sentences ago and I meant it, and I still — no. What I mean is the pause was real. The pause was also advertised, in advance, as lasting three days, which means everyone involved, including whoever scheduled the refinery strikes, knew exactly when it ended. That is not a peace process finding its footing. That is a travel window with a countdown clock on it.
Witkoff will brief again. He will reach for "substantive" again, probably this week, because the word survives contact with the facts better than "ceasefire" does. Nobody in this administration has had to explain why the fighting stopped for exactly as long as the Americans were in the room and not one hour longer. That's not diplomacy making progress. That's a photo op with a timer, and Ukraine just told everyone what happens when it hits zero.

The second the envoys' plane left Moscow, the refineries got hit; that's not a ceasefire, that's a layover. You keep hearing "progress" on the news while the actual line item is oil infrastructure on fire, and none of it was ever about stopping the war on anybody's schedule but the guy holding the camera.”
“Look, a three-day window with zero strikes on Kyiv is a real deliverable, that's not nothing, that's diplomacy actually working exact— did I say working? Because within a day of our own envoys leaving Moscow, Ukraine's hitting oil refineries, so maybe "working" isn't the word I— it's still progress. It's just progress that happens to end the second the Americans get back on the plane, which, look, timing is timing.”

The attack followed a meeting Zelensky held with Kushner and Witkoff on Sunday, which the Americans have since said moved Ukraine closer to peace with Russia.
