Trump pledges $5,000 to every American; Scalise says Congress still needs to figure it out.

“They're promising you five grand like it's already sitting in an envelope with your name on it, but Scalise — the guy who'd actually have to write the check — is on the record saying Congress still hasn't worked out how. That's not a plan, that's a placeholder with a dollar sign on it, and they want your vote before anybody fills in the blank.”
