CFTC opens $5 billion trading probe, scales back the fraud enforcement that once protected cotton farmers.

The war notice ran a week ago: an occupation priced past $40 billion by the Congressional Budget Office, called conservative by the office that made the estimate, still running against a farm economy the administration promised would come first. That promise closed the books; Matt Bell, who farms in North Carolina, did not. He told CBS News on the 18th that fuel, fertilizer, and equipment costs have made the past year harder than any he can count in decades of farming.

The agency that is supposed to referee those costs filed something new this week. The Commodity Futures Trading Commission has scaled back the enforcement regime it built to police fraud among cotton brokers — the middlemen who buy a farmer's crop forward and sometimes vanish with the money before delivery.…

…(cont) The same Commission is not thin everywhere. On the 23rd, the New York Post reported it is examining $5 billion in trades on Kalshi, the prediction-market platform, for the pattern regulators call wash trading — a trade with yourself, dressed as a trade with someone else.

Run the two dockets side by side and the gap has a shape. Five billion dollars in unusual trades gets an examination inside days. A complaint against a broker who took a farmer's cotton and did not pay for it gets a thinner file, slower, in an agency now short-staffed on purpose. A farmer who cannot make the math work on this year's crop has one enforcement arm, and this week it is the one that did not show up.

There is a third file, not the Commission's, that runs on the same logic. A PAC aligned with the administration bought its first ad this month against Representative Tom Suozzi, telling New York's 3rd District he voted against banning insider trading because he has made more than ten million dollars trading stocks himself. The ad names a motive. The Commission, on its own trades, has not yet named one at all.
