Step three came from a second courtroom two weeks later. On September 17, the Natural Resources Defense Council, the American Lung Association and four other groups sued the Environmental Protection Agency over its rollback of Biden-era carbon limits on power plants. Two courts, in fourteen days, each asked to hold a line the agency kept erasing anyway.

On September 24, Senate Democrats filed a ledger of their own: a report titled "The Billion Dollar Deal," documenting that the fossil fuel industry raised roughly $1 billion for the 2024 campaign after the candidate told oil and gas executives he would pursue their policy priorities in return. The report's word for the arrangement is enrichment — of the industry, and of the candidate himself.

Today the last entry posts. The administration finalized its rollback of fuel economy standards for new cars, and the press office put a number on it: $138 billion in savings for Americans over five years. The regulators' own table, filed the same day, sets the new fleet at 34.9 miles per gallon by model year 2031, down from an earlier target of 50.4. That is a drop of fifteen and a half miles per gallon, close to a third of the mileage the earlier rule required, gone in one filing.

Run the tape. A car that uses more gas per mile does not save its owner money at the pump; it spends more of it there, a gallon at a time. So the $138 billion has to come from somewhere else — the sticker price, the compliance cost, the difference between a car engineered to 50.4 miles a gallon and one engineered to 34.9. That difference gets banked twice: once by the automaker who no longer has to build the more efficient engine, and once by whoever sells the extra gallons the less efficient one burns. The industry that raised a billion dollars in 2024 is the industry that sells gallons, hon. The receipts just changed units.
