The record starts August 27, when Senate Democrats — Van Hollen, Kaine, Sanders — filed a privileged resolution demanding the State Department detail its investigations into the killings of U.S. citizens in the West Bank. A week after that, September 23, the Washington Examiner quoted House Minority Leader Hakeem Jeffries opening a door — Democrats should weigh a sanctions bill on West Bank violence if they win the House back this November. The next day, September 24, Common Dreams reported nineteen Senate Democrats had already written that bill, targeting settlement construction at E1.
Tuesday the resolution Van Hollen filed in August finally reached the floor. The Senate killed it, 51 to 47. Every Democrat but one voted to advance it; Rand Paul crossed over to join them, and the measure still fell four votes short. The one Democrat who voted no was John Fetterman. The Intercept reported that vote left him alone among Democrats blocking an investigation into his own constituent's killing. Van Hollen's own count, given after the vote, put the number of Americans the report would have covered at nine.…

The sanctions bill Jeffries described does not move without the House, and the House is decided this November — about a month from Tuesday's vote, not some distant horizon. Until then the report stays unwritten, the nine names stay a line in a press release, and the record now shows one senator voted to keep it that way, his own constituent's death included.
That is the whole shape of it: demand, evidence, a promise pegged to a future election, and a no vote from the one member who had the least excuse to cast it. The floor did not need a motive to make the outcome. It only needed forty-seven votes to fall four short, and one of the forty-eight to walk.
