In February, Bolivia resumed operational cooperation with the U.S. Drug Enforcement Administration after a seventeen-year suspension. The stated mission: drug trafficking, and the money laundering that rides along with it. That is the apparatus Roger Mariaca, Bolivia's attorney general, had at his disposal when his office arrested Fernando Cerimedo weeks ago — a political operative with ties across right-wing Latin American campaigns, business partner to Trump's former campaign manager Brad Parscale, nicknamed by observers "MAGA's Man in LatAm."

Then Secretary of State Marco Rubio pulled Mariaca's visa. Bolivia's interior minister, Marco Antonio Oviedo, announced the charges: criminal organization, money laundering, drug trafficking — the same architecture the DEA partnership was revived in February to pursue, now pointed at the man who had been running it. The State Department supplied the rest of the language: Mariaca, it said, took "bribes to facilitate drug trafficking and help violent criminals evade justice." Bolivia's Public Prosecutor's Office denounced "the kidnapping of our attorney general" Thursday. Oviedo said the arrests were carried out with the cooperation of the U.S. government.…

…(cont) The same week, Fox News ran an exclusive calling the deployment of Trump's new "Shield of the Americas" into Bolivia its "first real-world test," troops moving toward what the network called strategic routes amid blockade and unrest fears — Fox's framing, not a line from any administration statement in these pages. However you read the deployment, it landed the same week Bolivia's chief prosecutor went from writing warrants to carrying one.

Lay the sequence end to end and it reads like a transfer of title. Seventeen years of DEA silence ends in February pointed at drug money generally; by October the same file has a name on it, and the name is the prosecutor who charged the man tied to Trump's old campaign manager. He is not accused of a different crime than the one he was deputized to chase — he is accused of the same one, by the same government that just restored the tools to chase it. Count how many attorneys general in La Paz still take a case like Cerimedo's after watching how fast that file can turn around and point back.

This isn't about trafficking, it's about who gets to prosecute a Trump campaign manager's business partner and live to tell about it.
