Treasury blames Ukraine for the energy shock the EU already priced a cap for in 2022.

Today we are making an energy shock, a term you already keep in your own kitchen: to shock a vegetable is to pull it off the boil into cold water, so it stops cooking before it turns to mush. On Wednesday the second of September the Treasury Secretary used the same word, from Asheville, North Carolina, at the G20 finance ministers' meeting, for what rising fuel prices are doing to households on this side of the Atlantic.

Washington Examiner and the Hill had him on the record that Wednesday: Scott Bessent, the Treasury Secretary, partly blamed Russia's war with Ukraine, by then four and a half years old, and the war with Iran, for what he called an "energy shock," pointing to Ukraine's strikes on Russian energy infrastructure as a root cause. He did not mention the Iranian war's bill, which the Congressional Budget Office, by the fifteenth of that month, had priced at nearly $40 billion, and called "conservative."

This is not the first time Brussels has reached for a thermostat. In December of 2022 the European Union agreed a natural gas price cap: if prices on the TTF, the European benchmark, held above €180 a megawatt-hour for three days running, more than €35 above a reference price built from liquefied natural gas, the cap could trigger, beginning the following 15th of February. A cap like this does not lower the price of gas; it only keeps the pot from going over the rim.

Today, the third of October, RTÉ's Europe Editor Tony Connelly is assessing how the European Union is handling the shock now, and the choices governments face easing the weight on households. You will be looking for a new lid. There is not one; the lid from 2022 is still the only one on the shelf.

RTÉ, which is what they have here, titles the piece "How is the EU dealing with energy price shocks?" At home, the Hill and the Washington Examiner have the Treasury Secretary's own word for it as "energy shock." Nobody involved has reached for a different one.

This one serves the households Connelly is watching the pressure land on, across countries still waiting on Brussels' next move. The cost of the energy shock, named in Washington and priced in Brussels, lands in Europe regardless.
