Head Start rule declares finding homeless children a federal burden, then moves to reduce it.

The filing, before today, read like this: Head Start, the federal program that enrolls low-income children in early education, carries a standing instruction to its local grantees — prioritize children in homeless families when filling seats. That line survived decades of budget fights. On August 27, The Nation reported what the Trump administration's proposed rule change would do to it: undo it, completely, with no replacement priority named in its place.

…(cont) Two days after that, on September 17, NPR ran the ledger's other column: a woman whose family exited homelessness through Head Start, and what the same proposed rule would change for the next one — who gets in, and what kind of care is on offer once they do.

On September 30, Fox News reported a second line item filed inside the same rule: an English-only requirement, and a Los Angeles mayoral candidate, Nithya Raman, vowing to sue to stop it on behalf of the city's families.

Today, The Hill reports the dispute has reached what it calls a tipping point. The program serves 700,000 students. The public comment window on the rule closes Tuesday.

Run the two entries side by side. Line one: children in homeless families lose their standing priority for a seat. Line two: households that don't speak English lose standing to enroll without meeting a new language requirement. Both entries sit inside one proposed rule, filed under one title about reducing federal burden. Neither entry carries a dollar figure in the receipts. Both carry a population.

The record does not show whether Health and Human Services answered the September 15 letter. What the record shows is that the proposal stands unchanged three weeks later, and the public gets until Tuesday to say so into the file.

Hon, a 700,000-student program with a homeless-priority clause got a rule drafted against both of its own working parts. The receipts here carry no dollar sign at all — only a count, a priority struck, and a deadline. Reconcile that against the title of the rule, and the gap between what it's called and what it does is the policy itself.

“They call it "reducing federal burden" — that's the con, right there in the paperwork, same move every time: take the thing that actually worked, the part that found homeless kids and got them a seat, and file it under overhead. Nobody's cutting a check here, they're cutting a sentence out of the rulebook, and the kid who needed that sentence doesn't know it's gone until the seat isn't there. Your taxes didn't go up and didn't go down — they just stopped pointing at that kid.”

“Look, local programs have been drowning in federal paperwork for years, this is about giving grantees flexibility to serve their communities — did I say "serve"? I mean, to meet their burden-reduction targets. The homeless-priority language was prescriptive, one-size-fits-all, and frankly outdated — it's not that we're dropping the search for homeless kids, we're just no longer requiring anyone to do it. That's not the same thing. I don't know why that sounded like the same thing.”
