President prices Congress at $5,000 a head, ships $90, no price on what's left

Start with the ledger, because that is where this one lives. On October 3rd, the record carried two numbers at once: ninety dollars going out this month, and five thousand dollars to follow, Americans told they could "rest assured," the promise timed to land after the midterms, no calendar date attached to it. The ninety was never offered as the whole case; it was pitched to offset a Medicare Part B premium, and the same day's reporting noted the check does not cover half of one.

The ninety-dollar line has a paper trail the five-thousand-dollar line does not. The money comes out of the Medicare Improvement Fund, a fund the president himself called, in the same announcement, "a pointless 'Slush Fund.'" The total moving through it runs around two billion dollars, against roughly twenty million recipients, which prices the fund at about a hundred dollars a head. The check that actually posted was ninety. Call the ten dollars rounding; the receipts don't say. What the receipts do say, in full, on the five-thousand-dollar line, is: after the midterms. No total. No date. No fund named.…

Put the two ledgers side by side. The ninety dollars is a credit, real, arriving once, in a bank account, partly against a premium. The ten million is a debit, also real, and it is not carried anywhere on this particular form. The five thousand is the entry that is supposed to square the two — promised, not posted. Whoever is keeping this ledger has one column confirmed by wire and one column confirmed by nothing but a press line, and the midterms are the only date written down anywhere on the page.

A ninety-dollar check cashes. A press line does not. The arithmetic on this one does itself, hon.
