On September thirteenth, the president told Volodymyr Zelensky to stop hitting Russian oil refineries, because the strikes were raising diesel prices at home. By September twenty-first he had moved from asking to diagnosing: Russia, he wrote on Truth Social, had "lost control" of its own diesel industry, a large share of it knocked offline by the war it started. Ukraine kept bombing anyway. On October first, the Guardian reported Kyiv had struck a refinery in Russia's Samara region overnight, defying the request outright.

On October ninth, eighteen days after "lost control," the diagnosis got a prescription. The president announced that he and Vladimir Putin had agreed on a deal: Russia will ship, in his words, potentially millions of tons of diesel to the United States in the coming months, to bring prices down before the midterms. The receipts carry that tonnage. They carry no dollar figure for the deal itself — only the price it's meant to fix, the same $5.85 and $5.88 the gallon had already hit back in September. The New York Times, reporting the same announcement, adds the caveat the White House left out: the volume would be small relative to global demand. A shortage this size does not get solved by a shipment that size; it gets photographed next to one.…

…(cont) The same day, the Washington Examiner and the New York Post both filed the deal under a second war, not the first: diesel prices, they noted, are also elevated by the administration's own war on Iran, still running. One war he blames for the price. One war he doesn't mention when the price comes up. Both show up on the same invoice.

Zelensky's read, carried by the BBC the same day, was shorter: letting Russia sell its fuel abroad prolongs a war that needs to end. He is describing the same ledger from the other column. The industry the president said had lost control of itself is the industry now filling his order. No new sanction, no new law — just a supplier switched back on, in time for the gallon to clear before November.

The diesel shortage never needed a Russian supply deal to fix it — it needed him to stop blaming the war he's funding for a price his own second war is also pushing up. Either way the tank gets filled, and the bill for both wars lands on whoever's at the pump in November.”
