ICE deleted the reviews that could explain its deaths, then confirmed the 60th in custody.
As it ran on the front
Start with the number: sixty. ICE confirmed Saturday that a 48-year-old man, Luis Sandoval, died in its custody, found early Friday morning with what the agency's own press release calls "a ligature around his neck" at the Folkston D. Ray Processing Center in Folkston, Georgia. Sixty is not a number anyone budgeted for. It is a running count, kept one body at a time, since this term began.
Open the file two months back to see what the agency keeps on cases like his. On 27 August, The Intercept reported that Iris Dayana Monterroso Lemus had a stillbirth in ICE custody. Reporting since has pointed the other way — evidence of care that falls short of what those four words promised. The agency called her account a lie. The paperwork it has not deleted says otherwise.…
…(cont) Move forward a month, to 30 September, for the document that would tell an outsider whether her case was the exception. The Intercept reported that ICE had briefly posted, then taken down, its own internal reviews of 2025 deaths in custody. Three-quarters of them cited substandard or "inappropriate" medical care. The agency wrote the indictment of its own practices. Then it deleted the indictment.
Two weeks after that, on 14 October, a French documentary crew got on camera what the agency's deletions do not: agents talking about the work, and people whose lives the work upended, on the record, in their own words — testimony the agency's own website does not carry.
Now return to Sandoval, because this is where the file drawer closes. Whether his death followed the pattern the 2025 reviews raised — the substandard care, the inappropriate treatment — is a question only the deleted reviews could answer, and the agency removed them from its own site weeks before he died. All together now: a stillbirth called a lie, a set of reviews that said the opposite and got pulled, a documentary that found the agents willing to talk, and a sixtieth body.
“They write the report that says their own medical care is garbage, then they hit delete, and somehow that's the paperwork that goes missing right before body number sixty. This isn't a filing cabinet, it's a shredder with a letterhead. The next family that calls asking what happened gets a ligature in a press release and nothing else.”
“Look, these were internal drafts, not final findings, they're not public record until they're — well, they were public record, briefly, which is exactly why we took them down for review. The point is the agency takes detainee welfare very seriously, which is why it's reviewing its own reviewing process. Did I say that? That's not landing the way I wanted it to.”
