The PACT Act is what delivery looks like when nobody is filming: more than 1.9 million toxic-exposure claims approved for over 1.5 million veterans and 16,000 survivors, $11 billion-plus paid, a million new VA healthcare enrollments 1. All 99 votes against passing it were Republicans 1.

The defense of it is delivery's second shift. A February 2025 amendment to shield the PACT Act from the cuts was voted down 2; a bill extending benefits to combat-injured veterans was blocked in March 2026, mid-war 3; and when the VA quietly struck male breast cancer from the presumptive-conditions list citing a "gender ideology" order rather than medicine, the answer was a bill to put it back 4.
