The measurements. On January 24, 2025, seventeen inspectors general — the agencies' internal watchdogs — were fired without the 30 days' notice to Congress; in September a federal judge ruled the firings unlawful but did not reinstate them 12. The Campaign Legal Center counts at least 47 former lobbyists in senior posts, at least 15 of whom would have been barred under earlier ethics pledges 3.
In May 2025 the top 220 holders of the $TRUMP memecoin were invited to dinner with him; analysts estimated they had spent more than $140 million on the coin 4. The same week the Pentagon accepted a $400 million 747 from Qatar 5. His disclosure, released in June, reported about $635 million in memecoin royalties and about $515 million from World Liberty Financial token sales — roughly $1.4 billion from crypto in 2025 6. The swamp was the people who profit from access. The disclosure is the form where it gets written down.

The line was delivered in Green Bay on October 17, 2016, in a speech about ethics: "It is time to drain the swamp in Washington, D.C." 1. The promise behind it was that an outsider who owed Washington nothing would clear out the people who profit from access to it.
It is a promise worth taking seriously, because it names a real complaint about the revolving door between public office and private influence, and the candidate who named it was elected. The fairest reading of the phrase is as a standard, and the use of a standard is that it can be measured. The measurements are on the other side of the page.
